A project charter is a document that delineates the basic information on the project and acts as an authorization document from the project sponsors for the project to proceed. Information in the project charter document includes the project name, project sponsor, key stakeholders, in scope and out of scope activities, high-level expectations related to cost, schedule, and quality and key roles and responsibilities. Every project or program manager must insist on the formulation of a project charter document as it provides a basic reference to authority for the project and program manager. It also serves as a kind of a contractual document between a project sponsor and a project manager.
